
Marine Procedure Commission Agent?
A Marine Procedure Commission Agent (MPCA or MPC-Agent) in Japan is a person, at the request of other persons and obtaining remuneration from them, who is engaged in the business of preparing a marine procedure document to be submitted to a public agency (including an electromagnetic record in lieu of preparation of such a document) and applying for permission to the public agency and/or notifying it for and on behalf of them by submitting such a document, etc.
To become a MPC-Agent in Japan, a person must have his/her name, his/her birth date, location of his/her office, his/her agent seal and his/her number of marine procedure commission agent national examination certificate (limited to the examination passers) registered in the roll of marine procedure commission agents held by the director of a District Transport Bureau, such as Kanto District Transport Bureau in Yokohama city (See Act on Marine Procedure Commission Agent Article 9(1) ).
